Description Strategic Investments in Northern Economic Development is a project-based program to strengthen the driver sectors of the territorial economies; diversify them; and encourage Northerners’ participation in the economy. Eligible recipients include social enterprises, individuals, other levels of government and other non-federal entities, public or private, that have an interest in economic development in the North.
Results achieved In 2015-16, through SINED, CanNor funded a total of 60 projects, of which 31 were multi-year projects, totaling more than $17.4 million. These investments supported economic diversification across the following areas;

$5.34 million in Geoscience
$5.02 million in Tourism
$2.98 million in Capacity Development
$1.15 million in Forestry
$1.28 million in Economic Diversification
$1.08 million in Fisheries
$321 thousand in Cultural Industries
$227 thousand in Small & Medium Enterprises
$103 thousand in Greenhouses

Highlights include:

  • Supporting a Yukon-based incubator that will foster northern entrepreneurship through training, events and providing a space for new businesses and innovative ideas to flourish;
  • Supporting clean technology adoption through a feasibility study of a privately owned, independent solar power generation model in Nunavut.
A submission to seek renewal of SINED was completed and culminated with the Budget 2016 announcement to renew the program for two additional years.
Comments on variances The $16,218,435 variance is a result of lower planned spending identified in the Agency’s 2015-16 Report on Plans and Priorities due to the sunset of the majority of the SINED program funding. In 2014-15, funding for SINED was renewed for a two year period.

Engagement of applicants and recipients Structured engagement was undertaken with partners and stakeholders in 2015-16. The public engagement process for SINED’s renewal was completed on June 30, 2015. Challenges and opportunities were identified, including what adjustments could be made to the program to increase support for SMEs.

Description Through the Northern Aboriginal Economic Opportunities Program (NAEOP), CanNor supports increased participation by Inuit, Métis and First Nations communities and businesses in the territories in economic opportunities. NAEOP comprises two program streams:

1) Community Readiness and Opportunities Planning (CROP), which provides project-based support to First Nations and Inuit communities and organizations, including organizations providing business development, financial or economic development services under this authority, for capacity and readiness activities so that communities are able to plan for, pursue and participate in economic opportunities; and

2) Entrepreneurship and Business Development (EBD), which assists Indigenous entrepreneurs, Indigenous businesses and Indigenous organizations in the pursuit of economic opportunities for the benefit of Indigenous people. The stream includes project-based support for activities that facilitate the establishment or expansion of Indigenous businesses.
Results achieved Through NAEOP, CanNor supports increased participation by northern Inuit, Métis and First Nations communities and businesses in economic opportunities. NAEOP is made up of two program streams:
  1. The Community Readiness and Opportunities Planning (CROP) fund; and
  2. The Entrepreneurship and Business Development (EBD) Fund
Support to Indigenous businesses continued in 2015-16 through EBD program service delivery agreements. Alternate Service Delivery arrangements totaling $604,252 for 2015-16 were signed for multiple years with Kakivak Association, Kivalliq Partners in Development, Dana Naye Ventures, and the NWT Metis Dene Development Fund. An additional $2,966,666 was provided as equity funds for these organizations to support Indigenous business applicants.

55 projects totaling $5,053,520 were funded under the CROP fund. The funding was used for developing and maintaining economic development capacity for northern Indigenous organizations and communities as well as developing strategic economic development plans or accessing professional and technical economic development expertise.

CanNor completed planning work towards a formative evaluation of the NAEOP which will be undertaken during the 2016-17 fiscal year.
Comments on variances The variance of $1,990,875 is as a result of total contribution funding available having not been distributed. CanNor’s funding programs are proposal driven, therefore, some years some programs may be over- or under-subscribed
Audits completed or planned An audit was undertaken during 2013-14 by the Office of the Auditor General. Results released in the 2014 Spring Report of the Auditor General of Canada.

Description The Northern Adult Basic Education Program (NABEP) is a program that spans five fiscal years and supports the territorial colleges in delivering an expanded suite of learning opportunities to working-age Northerners to enhance their basic education skills to enable them to obtain jobs or take further vocational training.
Results achieved CanNor’s Northern Adult Basic Education Program (NABEP) provided $3,562,925 in funding to the three territorial colleges for the delivery of Basic Adult Education in 2015-16. Since 2011, this support helped position over 3,4001 northern adults to take advantage of employment opportunities, increasing northern residents’ labour market participation.

A summative evaluation of the NABEP was initiated in 2015-16 and will be completed in 2016-17. NABEP received renewed funding in the amount of $3.9 million for one year to be delivered in 2016-17. Government will review the program with a view to determine how to best support the participation of Northerners in the labour market.

Engagement of applicants and recipients An engagement process was undertaken with the three accredited northern colleges, and included the respective education departments of the territorial governments. Consultations were undertaken with Indigenous groups, where required, and engagement was launched with other stakeholders.
