Description Through this transfer payment authority, CanNor delivers the Northern Aboriginal Economic Opportunities Program, which supports increased participation by Indigenous communities and businesses in the territories in economic opportunities. The Program comprises two streams:
  • Community Readiness and Opportunities Planning fund, which provides project-based support to Indigenous communities and organizations for capacity and readiness activities so that communities are able to plan for, pursue and participate in economic opportunities; and
  • Entrepreneurship and Business Development fund, which assists Indigenous entrepreneurs, businesses and organizations in the pursuit of economic opportunities for the benefit of Indigenous people. The stream includes project-based support for activities that facilitate the establishment or expansion of Indigenous businesses.
This transfer payment program may be conditionally or unconditionally repayable. Considerations for repayability are outlined in the program's terms and conditions.
Expected results The Community Readiness and Opportunities Planning Fund aims to:
  • enhance the economic development capacity of Indigenous communities; and,
  • increase economic development by supporting Indigenous communities in their pursuit of, and participation in, economic opportunities.
The Entrepreneurship and Business Development Fund aims to:
  • increase the number of viable Indigenous businesses and to provide a supportive business environment;
  • cultivate a culture of entrepreneurship in the Indigenous community and improve access to economic opportunities;
  • establish, expand and diversify the network of Indigenous financial and business development organizations;
  • enhance access to capital for Indigenous businesses;
  • improve the capacity of Indigenous financial and business development organization; and,
  • increase Indigenous participation in economic benefits from resource development.
Performance Measures and Indicators
  • increased northern business activity: percentage of Northern and Indigenous (individual or community owned) businesses supported by the Agency still operating after three years; and,
  • economically sustainable northern communities: increase in business investments relative to Indigenous economic development community planning investments.

General targeted recipient groups Indigenous communities, organizations, and businesses in the territories.
Initiatives to engage applicants and recipients Engagement and consultation sessions were held in the territories during program development. CanNor continues to collaborate with Indigenous financial institutions, community economic development organizations and other Indigenous partners and stakeholders on program implementation. In addition, stakeholder perspectives will be sought through a program evaluation, to be completed in 2017-18.

Description Through this transfer payment authority, CanNor delivers a range of northern economic development contribution programs / funding initiatives to promote the economic development of the North, in order to strengthen territorial economies and increase participation by Northerners.

For 2017-18, these programs / funding initiatives include: the Strategic Investments in Northern Economic Development program, the Certification and Market Access Program for Seals, and the Roadmap for Canada's Official Languages (Economic Development Initiative).
Expected results The various investments under this authority are intended to lead to the following results:
  1. Building the Knowledge Base
    • increased scientific and policy data and knowledge;
    • increased public access to data and knowledge; and,
    • better informed plans and priority setting.
  2. Economic Infrastructure
    • increased access to affordable telecommunication services;
    • proponents better positioned to attract government or private sector investment in major economic infrastructure projects in the North;
    • appropriate technology - including innovative technology; and,
    • increased multi-user access to equipment.
  3. Developing Capacity
    • governments / private sector positioned to carry out skills development;
    • increased availability of skilled northern workers and organizations;
    • increased capacity of private and public sector organizations to define their roles and objectives and develop implementation plans;
    • improved skills, expert support and information systems in private and public sector organizations; and,
    • better definition of local and regional priorities for benefitting from major developments.
  4. Economic Diversification
    • governments / private sector positioned to invest in projects that diversify the northern economy;
    • development of innovative solutions to promote development in the North; and,
    • sale of a wider range of products from more northern sources to more markets.

General targeted recipient groups Eligible recipients include social enterprises, individuals, other levels of government and other non-federal entities, public or private, that have an interest in economic development in the North.
Initiatives to engage applicants and recipients Engagement and consultation sessions were held in the territories during program development. In addition, an external engagement process was conducted in 2015-16. CanNor continues to collaborate with northern stakeholders on program implementation. Stakeholder perspectives will be sought through a program evaluation, to be completed in 2017-18.

Description The Canada 150 Infrastructure Program supports the rehabilitation or improvement, including expansion, of existing community infrastructure assets.
Expected results The program is expected to ensure a lasting legacy resulting from Canada 150. As such, expected results are as follows:
  • regional / community-based partnerships; and,
  • modernization of existing community infrastructure facilities.
Performance indicators are as follows:
  • dollars leveraged on federal investments;
  • number of projects completed;
  • number of funding agreements signed; and,
  • federal dollars committed through the CIP – 150.
