4. Maintain core-funding to Indigenous Economic Development Organizations until a workable proposal-based or other alternative is developed. Partially Agree.
Preamble: CanNor agrees that the proposal-based approach to supporting the organizational capacity of Indigenous Economic Development Organizations under the Community Readiness and Opportunities Planning (CROP) funding stream requires additional clarification and improvements.

5. Develop a Performance Measurement Strategy (PMS) that is results-based and which focuses on program results and not administrative outputs. Agree.
Preamble: The 2016 Policy and Directive on Results has updated the terminology used to describe the mandatory requirements for program performance measurement. The requirement for the development of program Performance Information Profiles (PIP) has replaced the previous program Performance Measurement Strategies (PMS).
Based on the deliverables identified in response to Recommendation # 3 (To ensure alignment of the application template with new results-based performance indicators defined in the updated NAEOP Performance Information Profile (PIP),
  1. Update the program Performance Information Profile (PIP) include performance indicators for the NAEOP program and ensure appropriate focus on program results and desired outcomes while including indicators that are sensitive enough to capture the results of the most common types of projects funded by NAEOP, as well as common indicators for Regional Development Agencies (RDAs).

6. Develop new and update existing operational procedures, interpretations, guidelines and controls reflecting the transition to NAEOP. Agree.
  1. In addition to items identified in response to Recommendations #1, #2 and #3, conduct an assessment of any outstanding procedures, interpretations, guidelines and controls that may be required for the effective delivery of NAEOP.
