This Application Guide has been developed to provide instructions to applicants on how to complete the CanNor Application for Funding & Project Budget Annex A for the following program:

In addition to this Guide, please review the applicable Program Guidelines for information on strategic objectives, eligibility criteria, funding levels, information requirements, and/or application review process.

The purpose of the Application for Funding & Project Budget Annex A is to:

  1. provide a detailed description of the proposed project, what the organization hopes to achieve by undertaking the project, and how the project will benefit the Territories;
  2. demonstrate that the applicant has the management, technical and financial capacity to complete the project; and,
  3. outline the proposed budget, cost category expenses associated with the project and funding partners in addition to CanNor for the project.

This Guide is organized according to the sections of the Application for Funding and the Project Budget Annex A (herein referenced 'Annex'). Fields in the Application for Funding and Annex that are self-explanatory are not referenced in this Guide. When completing the Application for Funding and Annex, applicants are expected to complete the fields in each section or indicate if a field is not applicable.

Please limit individual answers to the space provided in the Application for Funding. The use of point form (or bulleted lists) is acceptable, provided that the information is clear. Supplementary materials other than those identified in the Application for Funding and Annex will not be reviewed as part of the submission, unless these form part of the mandatory information requested.

Use the best available information at the time of completion of the Application for Funding and Annex. A CanNor representative may follow up with applicants to obtain clarification or further information on any of the content provided in the Application for Funding and Annex.

By agreeing to the attestation and submitting the Application for Funding and Annex, the applicant acknowledges that the information contained therein is subject the Access to Information Act and the Privacy Act.

Step 1: Guide to completing the Application for Funding:

This section provides information on how to complete the various sections of the Application for Funding.

Applicant information

  1. Legal name of Applicant: The name of the incorporated business or organization. Legal name and operating name may be different.
  2. Operating name: The name under which business is publicly conducted. e.g., 123456 NWT Ltd operating as XYZ Technologies.
  3. Type or Organization: Select the category that most closely resembles your organization.
    • Indigenous governing body or organization (including not-for-profit) refers to First Nation Bands, Indigenous Economic Development Corporations (operating as Not-for-profit entities), Regional or Community Indigenous organizations (First Nation, Inuit, Metis).
    • Municipal, regional government or public sector body refers to Hamlets, Towns, Cities, Municipal or Regional Commissions or Societies
    • Not-for-profit organization refers to any society registered with the Territory as a not-for-profit organization including community, sports, recreation, and advocacy.
  4. Business Number: The business number is a unique 9-digit number assigned by the Canada Revenue Agency.
  5. Description of your organization: Provide the objectives, mandate, core activities, and/or key products and services provided by your organization. Include details on your organization's structure and how it is governed (e.g. board of directors, etc.) and the number of employees. Identify the population that your organization primarily services.
  6. Applicant Mailing address: The complete mailing address where the headquarters of the organization is located.
  7. Location of project: The Community, Territory and general postal code of the location the project will primarily take place in.
  8. Organization Website: Provide the website and/or social media page addresses.
  9. Official Language of Correspondence: Please confirm whether you prefer to be contacted in English or French.
  10. Date of Incorporation: This date will appear on your organization's incorporation documentation. If your organization is not incorporated, please indicate 'N/A' as not applicable to your application.

Authorized Organization Contact

  1. Contact Information: Please provide First Name, Last Name, Title and Contact information of the authorized contact for your organization. The Authorized Contact must represent the organization, be the main point of contact regarding the project. Note this cannot be a consultant, as CanNor will only communicate with the applicant. If the contact person is not a signing officer of the organization, confirmation of that person's right to represent the organization may be required.

Project Information

  1. Project Name: Provide a short project name which reflects the nature of the project (e.g. Municipal playground safety upgrades project in Hamlet of X)
  2. Project Category: Select a category listed that best describes the type of infrastructure project you are seeking funding to create, enhance or expand. If you select OTHER – ensure you describe the category. Only infrastructure open to public use and benefit will be accepted.
  3. Project Description and Objective(s): Describe what you are looking to achieve with your project, how you will achieve it, including information about the infrastructure asset being impacted and the community that the project will benefit. The objectives are the organization's reason(s) for undertaking the project and the outcomes are the anticipated results from the project. These should be described from the organization's perspective, and would be applicable whether funding is obtained or not. Be sure to list any key Project Partners and their involvement. Project Partners may include for-profit or not-for-profit organizations, post-secondary institutions, community stakeholder groups, other government departments (municipal, territorial or federal) which are invested in the completion and/or success of the project through the provision of either financial and/or non-financial advice and/or support.
  4. Estimated Start Date of Project: This date is the first day you anticipate incurring expenses for your project, typically the date of a submitted application.
  5. Estimated End Date of Project: This date is the last day you anticipate incurring expenses for your project.
  6. Shovel-Ready Status: This is a series of questions to evaluate the degree to which your project can be considered "shovel-ready" or "ready to start construction or upgrades". For each question, specify Yes, No, or N/A, including the Expected Date (if confirmation is pending but expected soon) and Explanation (if yes or no).
    1. Are plans and specifications for the project complete?
    2. Is the project ready to accept bids for contracts?
    3. Have all necessary environmental approvals been secured?
    4. Have all necessary, municipal, Territorial and federal permits and approvals been secured?
    5. Has construction already started?
    6. Have you completed any community or stakeholder engagement/surveys in support of the project?
  7. Ownership of the Infrastructure Asset: Do you own the infrastructure asset for which you are requested funding? If you answer no, you MUST attached a signed Applicant Declaration and Landlord Authorization letter/form for the project.
  8. Public Use & Accessible Infrastructure Asset: Is the infrastructure asset open and available for public use and/or does it provide accessible services directly to the public? Public use refers to the infrastructure asset as accessible to or shared by all members of the community. Answer Yes or No and Explain your answer.

Benefits & Results

  1. Benefits and Results: Explain how your project demonstrates economic and/or social benefit to your community. Be sure to identify any specific areas, neighbourhoods or populations within your community that will be impacted as a result of this project.
  2. Community Impact: Please explain how your project will revitalize or rejuvenate your community (or neighbourhood), bring people back to shared spaces and maintain and promote post-COVID-19 health and safety standards and requirements. Be specific and address program objectives.
  3. Environmental Benefits: Does your project promote environmental benefits such as reducing greenhouse gas emissions, use clean energy, reduce the impact on the landscape/aquatic ecosystems, improve recycling/waste management, conserve/restore access to natural spaces, or other? If Yes, explain your answer.
  4. Number of full-time jobs created: Estimate the number of NEW full-time jobs that will be created by the end of your project. A full-time employee works 35-40 hours or more in a regular work week.
  5. Number of full-time jobs Maintained: Estimate the number of full-time jobs that would be maintained as a result of this project. A job maintained refers to a job that existed within the organization prior to the project, but which will not continue, or would likely be lost if the project is not funded. A full-time employee works 35-40 hours or more in a regular work week.
  6. Number of Public Spaces CREATED: Specify how many NEW individual public spaces will be created in this project.
  7. Number of Public Spaces EXPANDED or IMPROVED: Specify how many CURRENT individual public spaces that will be expanded (enlarged) or improved (renovated) in this project.

Diversity & Inclusion

  1. Diversity & Inclusion: Participation of underrepresented groups is an integral part of building strong and inclusive communities. Inclusion is a key element of this program's design. Community projects are expected to be open to the public and meet the needs of a wide spectrum, including those of underrepresented groups.

    If your organization does not meet the definitions found in the Application Guide, or you do not wish to declare your status, leave the following fields blank.

    Applicant/Organization:

    If applicable, indicate if your organization is led or majority-led by one or more of the following underrepresented groups. Majority-led refers to a majority (51%) of the members of the board of directors of the organization self-identifying as members of one of the underrepresented groups. This information may also be used in aggregated statistics.

    Project Inclusion/Support:

    If applicable, indicate if your project includes or supports one or more of the underrepresented groups. Priority may be given to projects that encourage the socioeconomic participation of underrepresented groups and take into consideration the unique challenges of rural and remote communities. This information may also be used in aggregated statistics. If applicable, explain any benefits and impacts your project will have on underrepresented groups.

    Building a sustainable, inclusive and dynamic economy helps all Canadians prosper. Recognizing that systemic barriers remain in achieving the full participation of underrepresented groups, the information collected in this section helps the Government of Canada identify the potential impacts of its policies, programs and services on diverse groups of people. Information collected regarding the applicant/organization will be used for statistical purposes. Information collected regarding the project's inclusion or support of underrepresented groups, may be used in prioritizing the assessment of the project.
  2. Accessibility: Indicate Yes or No and Explain if your project will remove barriers and improve accessibility for persons with disabilities (e.g., installation of accessible entrances, power assisted door openers, elevators, accessible washrooms, visible and audible alarm systems, and signage with large print, high contrast lettering, and Braille, etc.)

Project Work Plan & Timeline

  1. Work Plan and Timeline: Identify all key project activities and their expected start and end dates. CanNor uses the applicant's work plan and timeline to monitor the project's performance and to determine if the project is proceeding as planned.
    • Project Activity and Output (result): List the key activities (in chronological order) that will occur between the proposed start date and the proposed completion date of the project. Key activities are milestones that can be measured and tracked. Do not include activities that will occur prior to project funding. Provide a brief description of each activity, including its key output (result). Ensure the project activities and description are detailed enough to demonstrate that the project is capable of producing the expected results identified in the Benefits and Results section.
    • Start and End Dates: Identify the expected start and completion dates for each activity. This information is used to track the on-time performance of the project.

Project Risk & Mitigation

  1. Project Risk: List risks and mitigation strategies associated with project activities. All projects, because they are future events, contain risk. CanNor uses information in the project risk table to monitor the project and to determine if the overall risk of completing the project as planned is increasing or decreasing.
    • Risk: Identify risks (uncontrollable aspects of the project) associated with key activities listed in the work plan, which could lead to the project being delayed or not completed successfully. Typical project risks include weather-related delays, transportation delays, supply issues, and funding shortfall if unconfirmed funding does not materialize.
    • Mitigation Strategies: Identify mitigation strategies for each identified risk. Mitigation strategies are actions the applicant will use to reduce or eliminate the risk. An example of a mitigation strategy would be identifying alternate transportation/delivery sources in case weather or other delays would cause significant issues for the project. The recipient is expected to provide CanNor with regular updates on mitigation strategies, if it becomes likely that one or more identified risks may become a reality.
  2. Management Capacity: Describe your organization's internal capacity to manage and execute the project. If applicable, please include any past experience with the Government of Canada and the results of those projects. For management biographies, please limit to 2-3 lines per person for senior active members of the project and highlight the experience required to manage and/or complete the project. For larger not-for-profit organizations, it may be more appropriate to provide a description of the management and/or technical team as a whole. For board of directors, please list each member's name, job title and organization. Be sure to focus on key members associated with your project.

Attestations

  1. Attestation – Asset: Do you agree that your organization has the ability to sustain the infrastructure assets impacted through this project, beyond the completion date of the project?
  2. Attestation – Maintenance Costs: Do you confirm that none of the funding received through this project will be used to support costs associated with ongoing maintenance, services and operational activities that need to be undertaken on an ongoing basis, or the purchase of motorized vehicles, buildings and/or land?
  3. Attestation – Moneys Owed: Can you confirm that your organization does not owe any money to the Government of Canada? If Yes, please indicate how much is owed and briefly explain circumstances (e.g. taxes, past project funding, other).

Project Budget

  1. Project Budget: By completing this section, you will be providing CanNor with the key project financing information needed to assess whether resources requested are appropriate. It is in this section where you will identify the sources of funding you require for your project, broken down by fiscal year and the total cost of the project. It is also where you will identify the amount of assistance you are requesting from CanNor (based on eligible support thresholds outlined in the "Percentage of Eligible Costs" section of the Program Guidelines).
    • Total Project Cost refers to the total amount of costs you expect to incur in the implementation of this project. Please round up to the nearest full dollar amount.
    • Sources of Funds: This is the amount of the project funding that you are requesting from CanNor and other funders.
    • Note: In addition to completing this section, you will be required to complete a more detailed Project Budget in Annex A. Budget Annex A is an excel document containing two tables: Sources of Funds and Uses of Funds. This document must be submitted at the time of application, along with the Application for Funding. Please see Guide to Completing the Project Budget Annex A Document later in this document for more information.

Supporting Documentation

  1. Supporting Documentation: Submissions to CanNor include both mandatory and as applicable documents:

    Mandatory documents are used to confirm your organization and project eligibility to the program.
    • Mandatory documents
      • A completed Application for Funding form
      • A completed Project Budget Annex A document
      • Incorporation/legal registry documentation demonstrating that your organization is incorporated in Canada and in good legal standing.
      • A copy of your organization's financial statements for the past three years. The financial statements should be prepared by an external accountant. If externally prepared statements are not available, please provide a rationale as to why they are not available.
      • Letters of Support from territorial, community, Indigenous, industry or other supporters of the project.
        • If an underrepresented group will be included or supported by the project, you are encouraged to provide a letter of support from the group along with your application for funding.
        • If your organization does not own the infrastructure asset for which you are requested funding, you MUST attached a signed Applicant Declaration and Landlord Authorization form/letter for the project.
    • Additional documents, as applicable – these documents will assist CanNor to fully assess your project.
      • Confirmation of Financial Contributions are official letters (on letterhead, signed) that provide proof of confirmed funding/in-kind contributions at the time of application from all other sources, including government and non-government sources. This requirement only applies if CanNor will not be the only funding source (in addition to the applicant) contributing to the project.
      • Business or Strategic Plan that shows how the project relates to the organization's overall vision and mandate.
    • Other relevant documents – list other documents relevant to the project.

Step 2: Guide to Completing the Project Budget Annex A document

This section provides information on how to complete the various sections of the Project Budget Annex A.

The Project Budget Annex A form is a mandatory document that applicants must complete and submit at the time of application. Budget Annex A is an excel document that contains two tables:

  • Sources of Funds (a list of all funders and their financial contribution to the project), and
  • Uses of Funds (a breakdown of project costs by cost category).

This guide provides detailed instructions for completing the Sources of Funds and Uses of Funds tables in Annex A.

Sources of Funds

The Sources of Funds table provides space for you to identify project funders and the amounts they are contributing to the project.

Funding Partners

In the first column identify funders for your project.

  • CanNor – funds requested from CanNor for your project
  • Applicant – funds you or your organization are investing in the project
  • Territorial – funds you have requested or secured from the Territorial Government (please list the department's name)
  • Other Federal Government – funds you have requested or secured from another Department (other than CanNor) within the federal government. List the department's name.
  • Additional funders – funds you have requested or secured from other entities, such as business partners, bank loans, ticket sales/membership fees. Identify the funder.

Total Project Budget: Do not enter anything in this column. The document will automatically calculate the total project budget for each funding source based on the dollar amounts entered for each funding source in Year 1 and Year 2 columns.

Year 1 to Year 2: For each funding source you identified, enter the amount of funding you expect to receive from this funder for each year of your project.

Please note that CanNor requires applicants to state project funding data based on an April 1 to March 31 fiscal year. Indicate the amount of funding you are requesting from CanNor in the columns matching the fiscal years in which you plan to spend the money.

Percentage (%): This column is automatically calculated from the data you entered in the Year 1 & Year 2 columns.

Funding confirmed: It is mandatory to identify and confirm all other sources of funding for the project. Confirmed funding is typically provided through a written funding agreement. If you do not have funding confirmed for a particular funder at the time of application, indicate NO in this column. Confirmation of funding from project partners must be confirmed prior to receiving CanNor funding. Once you have entered all sources of data by year, the total row at the bottom of the table will automatically calculate the total project budget from all funders, the total project budget by year (as applicable), the overall percentage of project funding.

Please review all data in the Sources of Funds table to ensure the project's funding sources and funding amounts are accurate.

Uses of Funds

CanNor uses a standard cost category list to identify the types of costs associated with a project. Indicate the costs in each year that the expenses will be incurred for that specific cost category.

You must use CanNor's cost categories when completing the Uses of Funds table.

Standard Costs Categories – Definitions

All project costs must fall under the following standard cost categories and be directly attributable to the project. The table below lists the allowable cost categories and a brief description of costs included within each category.

Advertising and Promotion Cost of printing, ad space, tradeshow participation and internet
(e.g. brochures, conference displays, advertisements)
Capital Purchases of machinery and equipment, buildings and engineering that requires amortization
Contract and Professional Fees Fees paid to individuals who are not employed by the organization (e.g. bookkeeping, consulting, legal, engineering)
Entertainment Cultural / traditional demonstrations music, dancers as related to project
Facility and Equipment Rental Equipment rentals, conference and meeting rooms
Freight Postal, shipping and courier services
Honoraria Payment for a service to individuals not in receipt of a full time salary or who suffer a loss of regular salary/invoice by attending/participating. Note: A declaration from the individual receiving honoraria confirming that they are not in receipt of salary is required.
Hospitality Costs for food as applicable for workshops, conferences, events. Note: alcohol is NOT an eligible expense
Information Systems Licensing, database and software
Insurance Costs directly attributable to project
Interest and Bank Charges Charges from financial institutions, directly attributable to the project
Licenses, Permits, Memberships Membership to professional associations or permits related to building or development
Materials and Supplies Consumables that would be used throughout the course of the project
(e.g. stationery, ink)
Salaries, Wages and Benefits Salaries, hourly wages and employee benefits
Note: costs must be as a direct result of the project and incremental to the employee's regular duties
Training Course fees for skills and development, attendance at or participation in professional development programs, conferences, workshops, seminars, events and meetings
Translation Fees Direct costs for translation of publications and/or reports for public consumption
Travel Expenses may include transportation, accommodation, meals or per diems.
Note: details of potential locations and estimation of costs should be included
Utilities Energy, telephone, internet service provided costs for the duration of the project

Costs to be Funded by CanNor

It is important to refer to the Program Guidelines when completing the Project Budget Annex A.

The above list contains all possible costs categories for a project; however program guidelines may not allow for funding certain cost categories. In this circumstance, funding for those costs would need to come from the Applicant or from other funders as identified in the Project Budget Annex A.

Begin by identifying all project costs according to the cost categories above. Once you have determined the total project cost for each cost category, identify the funder(s) that will provide funding for these costs. In some situations, one funder may cover all costs for a particular cost category. In other situations, costs within a cost category will be funded by more than one funding source.

Submitting Your Application

Please follow the following steps to submit your application.

  1. Send by email your completed Application for Funding and Project Budget Annex A forms, as well as all other mandatory and supporting documents to: cannor.operations.cannor@canada.ca
  2. In the email subject line, use the following format to assist CanNor in processing your application.

    Format: Application – CCRF [Territory (i.e., NU, NWT or YT)] – [Organization Name]
