Purpose and objectives of transfer payment program Through this transfer payment authority, CanNor delivers the Northern Aboriginal Economic Opportunities Program, which supports increased participation by Indigenous communities and businesses in the territories in economic opportunities. The Program is comprised of two streams:
  • Community Readiness and Opportunities Planning (CROP) stream, which provides project-based support to Indigenous communities and organizations for capacity and readiness activities so that communities are able to plan for, pursue and participate in economic opportunities; and
  • Entrepreneurship and Business Development (EBD) stream, which assists Indigenous entrepreneurs, businesses and organizations in the pursuit of economic opportunities for the benefit of Indigenous peoples. The stream includes project-based support for activities that facilitate the establishment or expansion of Indigenous businesses.
This transfer payment program may be conditionally or unconditionally repayable. Considerations for repayability are outlined in the program's terms and conditions.
Results achieved Through CROP, in 2020-21, CanNor provided 23 Indigenous communities in the territories with approximately $6.5 million to enhance community economic infrastructure, increase employment, and improve conditions for community economic development.

Through EBD in 2020-21, CanNor provided $3.9 million to 14 Indigenous-led projects, including $2.4 million to 3 Alternate Service Delivery partners and $372,000 to two external delivery partners, which in turn supported Indigenous businesses across the territories. These partners are third party Indigenous service providers with direct linkages into northern communities. CanNor's financial support afforded these Indigenous service providers greater capacity to assist Indigenous entrepreneurs, businesses and commercial entities to continue to cultivate a culture of entrepreneurship and increase the number of sustainable Indigenous businesses.

Engagement of applicants and recipients in 2020-21 CanNor worked with Indigenous communities to increase their capacity to participate in and benefit from economic opportunities. The Agency communicated with communities, businesses, and Alternate Service Delivery Partners to deliver programming, cultivate a culture of entrepreneurship, and provide support to Indigenous commercial entities.

Purpose and objectives of transfer payment program Through this transfer payment authority, CanNor delivers a range of northern economic development contribution programs / funding initiatives to promote the economic development of the North, in order to strengthen territorial economies and increase participation by Northerners.

The IDEANorth program makes foundational investments in economic infrastructure, sector development and capacity building to help position Northerners in the territories to take advantage of Canada's innovation economy. In 2020-21, IDEANorth supported projects that fostered the sustainable growth of existing sectors such as resource extraction sectors and their supply chains, as well as the development and growth of new sectors (e.g. tourism, fisheries) in a manner which increased community capacity, and helped maximize jobs and the retention of wealth within the territories. IDEANorth also promoted infrastructure investments and development through projects that used local and regional opportunities and improved small-scale economic infrastructure.

The Northern Business Relief Fund provided short term support, in the form of a non-repayable grant, for ongoing operational costs to small- and medium-sized territorial businesses impacted by economic disruptions due to COVID-19.

The Regional Relief and Recovery Fund is a financial support initiative implemented by the six Regional Development Agencies. In the territories, the Fund provided targeted relief and stabilization support in key sectors including, but not limited to, tourism, fisheries, the mining supply chain, local food production and processing, regional innovation ecosystems and community infrastructure, as well as support to Community Futures Networks in Nunavut and Northwest Territories and relevant stakeholders in Yukon.

The NICI program supports food security in territorial communities by strengthening regional food systems and seeking out creative solutions to nutritional challenges in the North.

The CEF program supports communities as they create, improve, or enhance tourism products, facilities, and experiences in priority areas.

The EDI program provides funding for projects that encourage economic growth in the North's Francophone communities.

Results achieved In 2020-21, through IDEANorth excluding relief and recovery programming, CanNor provided $13.6 million to enterprises across the territories. These projects were funded to strengthen key sectors of the economy.

Under the Northern Business Relief Fund and the Regional Relief and Recovery Fund, CanNor provided $9.8 million and $32.8 million respectively. This relief and recovery funding was used to provide short term relief for small- and medium-sized enterprises' ongoing operational costs amid the pandemic, to provide targeted stabilization support in key sectors, and to support Community Futures Networks in Nunavut and Northwest Territories and relevant stakeholders in Yukon.

Under the Northern Isolated Community Initiatives Fund, CanNor provided $1.8 million, which was used to strengthen regional food systems in the territories, reduce food insecurity, and seek out creative solutions to nutritional challenges.

Under the Canadian Experiences Fund, CanNor spent $3 million which was used to create, improve, and enhance tourism products, facilities, and experiences.

Under EDI, CanNor spent $80 thousand to facilitate sustainable economic growth and enhance the vitality of official language minority communities (OLMCs) in the three territories. The EDI program funding is instrumental for OLMCs to support leveraging additional funds from other funding partners and programs.

Purpose and objectives of transfer payment program Through this transfer payment authority, CanNor delivers the Northern Adult Basic Education Program, an education support program designed to help Northerners get targeted training so they can participate more fully in the labour market. The goal of this program is to improve access to adult basic education, such as literacy and numeracy, so that working-age Northerners will be better-positioned to participate in the labour market. The program is delivered through the three territorial colleges in Canada's North: Aurora College, Yukon University, and Nunavut Arctic College.
Results achieved In 2020-21, through NABEP, CanNor contributed $4.5 million to Aurora College, Yukon University, and Nunavut Arctic College. This funding supported the delivery of an enhanced and culturally appropriate curriculum that responds to the needs of Indigenous and non-Indigenous Northerners, increasing the availability of skilled labour across the territories

Recommendations:
  1. CanNor: Continue support with an improved program management approach
  2. CanNor: Seek federal partners to engage territories on a more appropriate solution to long term ABE services in the North.
  3. Nunavut Arctic College: Re-examine the drop in student enrolment, including through the needs assessment process.
  4. CanNor: Improve program management by choosing either a centralized or decentralized model, but with adequate resources (quantity and expertise) to ensure accountability.
  5. CanNor: Improve the program results framework.
  6. Delivery Partners: Require all partners to document their approach to curriculum development, and where appropriate implement a collaborative, formal approach to the curriculum development process that involves Adult Educators and learners.

Purpose and objectives of transfer payment program Through this transfer payment authority, CanNor delivers the Regional Economic Growth through Innovation program, which is comprised of two streams:
  • The business scale-up and productivity stream, which helps businesses to accelerate their growth and assists with the adoption of innovative technologies that support scale-up, productivity and global competitiveness as well as the development of and entry into new markets.
  • The regional innovation ecosystems stream, which helps create, grow and develop strong and inclusive regional networks that support business growth and innovation. It also fosters the entrepreneurial environment necessary for more innovative regional economies and increases the competitiveness of small and medium-sized enterprises, women entrepreneurs and under-represented groups.
The Agency also delivers the Women Entrepreneurship Strategy, a whole-of-government strategy that continues to work toward the goal of increasing the number of women-owned businesses in Canada.
