Purpose and objectives of transfer payment program

Through this transfer payment authority, CanNor delivers the Northern Aboriginal Economic Opportunities Program, which supports increased participation by Indigenous communities and businesses in the territories in economic opportunities. The Program is comprised of two streams:

  • Community Readiness and Opportunities Planning (CROP) stream, which provides project-based support to Indigenous communities and organizations for capacity and readiness activities so that communities are able to plan for, pursue and participate in economic opportunities; and
  • Entrepreneurship and Business Development (EBD) stream, which assists Indigenous entrepreneurs, businesses and organizations in the pursuit of economic opportunities for the benefit of Indigenous peoples. The stream includes project-based support for activities that facilitate the establishment or expansion of Indigenous businesses.

This transfer payment program may be conditionally or unconditionally repayable. Considerations for repayability are outlined in the program's terms and conditions.

Results achieved

Through CROP, in 2021-22, CanNor provided $6.1 million across 35 projects to enhance community economic infrastructure, increase employment, and improve conditions for community economic development.

Through EBD in 2021-22, CanNor provided over $4.5 million to 13 Indigenous-led projects, including $3 million to 5 Approved Service Delivery partners, which in turn supported Indigenous businesses across the territories. These partners are third party Indigenous service providers with direct linkages into northern communities. CanNor's financial support afforded these Indigenous service providers greater capacity to assist Indigenous entrepreneurs, businesses and commercial entities to continue to cultivate a culture of entrepreneurship and increase the number of sustainable Indigenous businesses.

Engagement of applicants and recipients in 2021-22 CanNor worked with Indigenous communities to increase their capacity to participate in and benefit from economic opportunities, and has engaged directly regarding the re-introduction of core funding to eligible recipients as a direct result of feedback gathered. The Agency communicated with communities, businesses, and Approved Service Delivery Partners to deliver programming, cultivate a culture of entrepreneurship, and provide support to Indigenous commercial entities.

Purpose and objectives of transfer payment program

Through this transfer payment authority, CanNor delivers a range of northern economic development contribution programs / funding initiatives to promote the economic development of the North, in order to strengthen territorial economies and increase participation by Northerners.

The IDEANorth program makes foundational investments in economic infrastructure, sector development and capacity building to help position Northerners in the territories to take advantage of Canada's innovation economy. In 2021-22, IDEANorth supported projects that fostered the sustainable growth of existing sectors such as resource extraction sectors and their supply chains, as well as the development and growth of new sectors (e.g., tourism, fisheries) in a manner which increased community capacity, and helped maximize jobs and the retention of wealth within the territories. IDEANorth also promoted infrastructure investments and development through projects that used local and regional opportunities and improved small-scale economic infrastructure.

The Jobs and Growth Fund provided funding to northern businesses and organizations to help create jobs and position local economies for long-term growth, the Canada Community Revitalization Fund aimed to help communities build and improve community infrastructure projects so they could rebound from the effects of the COVID-19 pandemic, and the Tourism Relief Fund supported tourism businesses and organizations to adapt operations to meet public health requirements while investing in future growth.

The NICI program supports food security in territorial communities by strengthening regional food systems and seeking out creative solutions to nutritional challenges in the North.

The EDI program provides funding for projects that encourage economic growth in the North's Francophone communities.

Results achieved

In 2021-22, through IDEANorth, excluding $2 million in relief and recovery funding that flowed through the program, CanNor provided $29 million to enterprises across the territories. These projects were funded to strengthen key sectors of the economy.

Under the Jobs and Growth Fund, the Canada Community Revitalization Fund, and the Tourism Relief Fund, CanNor provided $2.1 million, $1.9 million, and $2.2 million respectively to provide support and relief to businesses and communities recovering from the pandemic.

Under the Northern Isolated Community Initiatives Fund, CanNor provided $2.4 million, which was used to strengthen regional food systems in the territories, reduce food insecurity, and seek out creative solutions to nutritional challenges.

Under EDI, CanNor spent $80 thousand to facilitate sustainable economic growth and enhance the vitality of official language minority communities (OLMCs) in the territories.

Purpose and objectives of transfer payment program Through this transfer payment authority, CanNor delivers the Northern Adult Basic Education Program, an education support program designed to help Northerners get targeted training so they can participate more fully in the labour market. The goal of this program is to improve access to adult basic education, such as literacy and numeracy, so that working-age Northerners will be better-positioned to participate in the labour market. The program is delivered through the three territorial colleges in Canada's North: Aurora College, Yukon University, and Nunavut Arctic College.
Results achieved Through this program, CanNor provided over $4.5 million in 2021-22 to Aurora College in the Northwest Territories, Nunavut Arctic College, and Yukon University, to enhance availability of culturally appropriate programs and courses in adult basic education to better serve working-age Indigenous Peoples and Northerners.

An evaluation of NABEP was completed in July 2021. The key recommendations are outlined below.

Recommendations:

  1. CanNor: Continue support with an improved program management approach.
  2. CanNor: Seek federal partners to engage territories on a more appropriate solution to long-term ABE services in the North.
  3. Nunavut Arctic College: Re-examine the drop in student enrolment, including through the needs assessment process.
  4. CanNor: Improve program management by choosing either a centralized or decentralized model, but with adequate resources (quantity and expertise) to ensure accountability.
  5. CanNor: Improve the program results framework.
  6. Delivery Partners: Require all partners to document their approach to curriculum development, and where appropriate implement a collaborative, formal approach to the curriculum development process that involves adult educators and learners.
Engagement of applicants and recipients in 2021-22 As part of the evaluation, CanNor completed 26 interviews with NABEP program stakeholders, who indicate that Delivery Partners continue to integrate lessons learned and best practices into program improvement. The findings of the evaluation and feedback generated through these engagements will continue to contribute to recommendations for future programming.

Purpose and objectives of transfer payment program

Through this transfer payment authority, CanNor delivers the Regional Economic Growth through Innovation program, which is comprised of two streams:

  • The business scale-up and productivity stream, which helps businesses to accelerate their growth and assists with the adoption of innovative technologies that support scale-up, productivity and global competitiveness as well as the development of and entry into new markets.
  • The regional innovation ecosystems stream, which helps create, grow and develop strong and inclusive regional networks that support business growth and innovation. It also fosters the entrepreneurial environment necessary for more innovative regional economies and increases the competitiveness of small and medium-sized enterprises, women entrepreneurs and underrepresented groups.

The Agency also delivers the Women Entrepreneurship Strategy, a whole-of-government strategy that continues to work toward the goal of increasing the number of women-owned businesses in Canada.

In 2021-22, CanNor provided approximately $1.1 million under the Regional Economic Growth through Innovation program, supporting business growth and innovation, and helping the territorial economies diversify.
